The Left Bank of Da River Industrial Park was established under Decision No. 2470/QD-UBND on December 9, 2009, by the People’s Committee of Hoa Binh Province. It is part of the national industrial park development plan approved by the Prime Minister via Document No. 2350/TTg-KTN dated December 31, 2008. Its detailed planning at a 1/500 scale has been approved. The park, covering 68 hectares, is located in Huu Nghi Ward, Hoa Binh City, Hoa Binh Province—a key economic development area of the province. Hoa Binh serves as a gateway to the Northwest region, offering excellent geographical and transportation advantages for industrial development.
The industrial park focuses on high-tech, environmentally friendly industries with low pollution and prioritizes sectors requiring significant capital investment.
The Industrial Park on the Left Bank of Da River is located in Huu Nghi Ward, Hoa Binh City, Hoa Binh Province. This area is a key economic development hub of the province. Additionally, Hoa Binh Province serves as the gateway to the Northwest region, providing numerous advantages in terms of geographical location and transportation for industrial development.
The Da River flows through Hoa Binh Province for 151 km, featuring major ports such as Bich Ha, Ba Cap, Thung Nai, and Binh Thanh. These ports offer excellent opportunities for river transportation, supporting the logistics needs of industrial enterprises in the area.
Internal Roads:
Main roads consist of four lanes, while branch roads have two lanes.
Electricity System:
Located in Hoa Binh City, home to the 1,900 MW Hoa Binh Hydropower Plant, the park’s power system is modern and independent of residential power. It includes a 22kV grid supplying electricity to enterprise premises.
The park has 20 substations with capacities ranging from 160 kVA to 2,500 kVA. Of these, 13 are currently in operation and will be upgraded based on future investor needs.
Public Lighting System:
Separate from residential electricity, the lighting system runs along main traffic routes within the park.
Water Supply:
Supplied 24/7 by Hoa Binh Clean Water JSC, with a capacity of 11,000 m³/day-night. An additional water treatment plant (Da Hop) is under construction within the park, offering a capacity of 6,000 m³/day-night.
Wastewater and Rainwater Drainage:
Separate systems for wastewater and rainwater. Wastewater is collected and treated at a facility in the park, with a capacity of 2,900 m³/day-night.
Waste Management:
Solid and liquid waste is categorized and disposed of according to regulations.
Telecommunications:
Equipped with one central communication station and underground cables spanning approximately 1,935 meters. The system can handle up to 120 subscribers.
Located in Region III, the current minimum wage for Region III is 3,860,000 VND/month.

Hoa Binh Province has a population nearing 1 million, with 60% in the labor force. Of this, 20% are trained in technical and specialized skills, meeting the demands of modern industries.
