Thanh Binh Industrial Park – Bac Kan Province. Area: 153.8 ha – Term: Until 2057
Thanh Binh Industrial Park (Cho Moi District) is the only industrial park in Bac Kan Province, planned with a total area of 153.8 hectares. The infrastructure development of the park is divided into two phases. Phase I, covering 73.5 hectares, began construction in 2007 and has been operational since 2012.
Phase II covers 80.3 hectares. Currently, Onsen Fuji Tourism Services Joint Stock Company is undergoing investment procedures for infrastructure development and operation, which is being appraised by the Ministry of Planning and Investment and submitted to the Prime Minister for investment policy approval.
After 15 years of operation, Thanh Binh Industrial Park has hosted several effective projects. Leveraging its strengths, Bac Kan Province is accelerating investment attraction to promote socio-economic development. Currently, the park has 8 operational projects with active production. It employs around 1,000 workers, approximately 80% of whom are locals, with an average monthly income of about VND 6 million/person.
Recently, the park has approved several new projects and investors, including:
Industrial Plywood Factory Project by Thang Long Urban Development and Construction Investment JSC, aiming to produce Brich face veneer and film-coated plywood with a capacity of 50,000 m³/year, total investment of VND 350 billion, and employing 600 workers.
Container Flooring (LVL) Factory Project with a capacity of 34,320 m³/year, total investment of VND 81.9 billion, and employing 300 workers.
To attract investment aligned with socio-economic effectiveness, environmental protection, and sustainable development, the Bac Kan Provincial People’s Committee issued Decision No. 2635/QD-UBND on the Investment Promotion Program for Thanh Binh Industrial Park (2021–2025). The goal is to:
Complete infrastructure construction of Phase I (73.5 ha)
Expand by an additional 51 ha
Develop infrastructure for Phase II (80 ha) to provide clean land, focusing on public investment to lead private capital
Key areas of attraction include processing and manufacturing industries, and supporting industries. The target is to attract about 20 new projects with a total registered capital of over VND 2,150 billion during 2021–2025.
Location
Thanh Binh Industrial Park is located in Thanh Binh Commune, Cho Moi District.
Infrastructure
Internal Roads:
Concrete roads built to 2–6 lane standards, main roads 40 m wide (4 lanes), branch roads 31 m wide, internal roads 15 m wide.
Power Supply:
Transmission lines: 110/35/22 kV with a source capacity of 126 MVA, located along factory fences.
Public Lighting:
The street lighting system is separate from the residential power supply and installed along main traffic routes.
Water Supply:
Capacity: 20,000 m³/day, serving both industrial operations and workers. Water lines run along factory fences.
Drainage System:
Stormwater: Flows naturally along roadways into surrounding canals and nearby rivers.
Wastewater: Collected via pipelines along roads and treated at the park’s central wastewater treatment plant.
Waste Management:
Investors sign contracts with professional waste management units. Daily wastewater volume is approximately 50 m³. Household waste is managed with on-site bins and transported by Cho Moi District’s Urban Environment Company to a central facility.
Wastewater Treatment:
The centralized treatment plant can handle 2,500 m³/day. Wastewater is collected, processed through sedimentation and filtration tanks, and discharged into the Cau River after meeting environmental standards. An automated monitoring system tracks water quality in real-time.
Telecommunication:
Reliable communications infrastructure is provided by major operators such as Viettel and VNPT.

Located in Region III. The current minimum regional wage for Region III is VND 3,250,000/month.
