Established by Decision No. 2854/QD UBND on December 31, 2014, the park is developed by Viglacera Joint Stock Corporation. Total area of 284.32 ha, built in three phases:
Phase 1: 64 ha, completed land compensation, land use certificate issued on November 21, 2016.
Phase 2: Two lots (46.2 ha + 42.1 ha).
Phase 3: Two lots totaling 131.42 ha.
Infrastructure—roads, stormwater/sewage systems, street lighting—has been largely completed for Phases 1 and 2.
Location
Located in Phong Hóa, Phong Hiền communes and Phong Điền Town, Phong Điền District, the park is adjacent to Highway 9, near Highway 1A and the North–South Railway.

Road Network: Grid layout; main roads 35 m wide, internal roads 16.5 m wide.
Power Supply: Supplied from national grid via 110 / 22 kV substation (40 MVA).
Street Lighting: Dedicated network along main roads.
Water Supply: 11,000 m³/day capacity delivery to factory gates.
Drainage: Stormwater and wastewater systems separate; rainwater discharged into park canals.
Solid Waste Management: Waste sorted at source, transported to transfer station, then processed externally.
Wastewater Treatment: Central treatment facility with 8,500 m³/day capacity.
Telecom: International-standard telecom and postal services.
