Geographical Location

Industrial Parks in Ninh Binh Province. Ninh Binh is located at the southernmost point of the Red River Delta with a total area of 1,400 km². The province is part of the Red River Delta region and is classified as part of the Northern Coastal Economic Zone. It sits at the intersection of three geographical regions: the Northwest, the Red River Delta, and the North Central region. Additionally, Ninh Binh lies at the convergence of three major economic zones: the Hanoi Region, the Northern Coastal Region, and the Central Coastal Region, making it a strategic hub in northern Vietnam.

With its unique geographical, transportation, and cultural-historical advantages, Ninh Binh is home to two UNESCO-designated areas: a World Heritage Site and a Biosphere Reserve. These factors contribute to its rich and diverse tourism potential.

Ninh Binh is also the first province in the Red River Delta to have two cities directly under its administration: Ninh Binh City and Tam Diep City.

  • North: Borders Hoa Binh and Ha Nam provinces
  • East: Borders Nam Dinh Province via the Day River
  • West: Borders Thanh Hoa Province
  • South: Borders the East Sea (Gulf of Tonkin) with a coastline of 16 km, making it the province with the shortest coastline in Vietnam.

Population and Education Level As of 2020, Ninh Binh ranked 44th in population nationwide, with 993,920 people and a population density of 717 people per km². The province is in a “golden population period,” providing a valuable workforce while maintaining economic manageability and sustainability.

Ninh Binh has a relatively low urban unemployment rate (3.7%). The quality of its workforce is considered relatively high compared to other provinces in the Red River Delta and nationwide, making it ideal for labor-intensive industries such as handicrafts and light industries.

The province prioritizes education and workforce development, ensuring a highly educated and technically skilled labor force.

Education System

From 2021 to 2025, Ninh Binh aims to develop its education system comprehensively, modernizing infrastructure and improving teaching conditions. The focus is on moral education, life skills, creativity, practical skills, foreign language proficiency, and digital literacy. The province also seeks to enhance specialized education quality to meet the demands of industrialization and modernization.

Currently, Ninh Binh has:

  • 6 combined primary-secondary schools, 27 high schools
  • 1 teacher training high school, 8 continuing education centers, 143 community learning centers
  • Over 250,000 students across all levels

Higher Education: Hoa Lu University continues to improve training quality, producing a skilled workforce for various sectors. The university serves as a hub for research and technology transfer, contributing to local and national socio-economic development.

Transportation System

Ninh Binh is considered a “gateway” connecting northern Vietnam to central and southern regions. The province has a well-developed transportation network, including road, rail, and waterway systems.

  • Roads: Key highways include National Highways 1A, 10, 12A, and 12B. The province has over 3,800 km of roads, including 8 national highways (238 km), 20 provincial roads (268.5 km), and numerous local roads.
  • Expressways: Two major expressways run through Ninh Binh: Ninh Binh – Thanh Hoa (part of the North-South Expressway) and Ninh Binh – Hai Phong, enhancing connectivity and economic integration.
  • Railways: The North-South Railway runs 19 km through Ninh Binh, with four stations: Ninh Binh, Cau Yen, Ghenh, and Dong Giao, facilitating passenger and freight transport.
  • Waterways: Ninh Binh has 496 km of navigable rivers, including the Day River, Hoang Long River, and An River. Major ports include Ninh Phuc, Ninh Binh, and Kim Son, crucial for economic activities.

    • Retail Sales: Total retail sales reached VND 27.98 trillion (+16.1% YoY).

Investment Attraction

Between 2016 and 2020, Ninh Binh attracted 279 investment projects with a total registered capital of nearly VND 38.2 trillion, including 56 projects in industrial zones (VND 19.3 trillion).

The province currently hosts 79 FDI projects with a total registered capital of USD 1.41 billion. Key investors include South Korea (38 projects), China (5 projects), Taiwan (15 projects), Hong Kong (4 projects), Thailand (2 projects), Japan (2 projects), and the EU (7 projects).

Industrial Parks in Ninh Binh Province – Industrial Development

Ninh Binh has prioritized industrial growth through favorable policies on land, tax incentives, labor training, and administrative reform. The province has 7 industrial parks (1,472 ha), with 5 fully operational:

  • Khanh Phu (351 ha), Phuc Son (142 ha), Tam Diep I (64 ha), Tam Diep II (386 ha), Gian Khau (162 ha), Khanh Cu (67 ha), Kim Son (200 ha)

Currently, industrial parks in Ninh Binh have a near 100% occupancy rate, with 113 projects totaling VND 61.47 trillion, including 28 FDI projects worth USD 504.6 million.

Additionally, the province has 22 industrial clusters covering 880 ha.

Industrial Growth Targets (2021-2025)

  • Adjust and supplement industrial park planning.
  • Achieve an industrial production value of VND 128 trillion (2010 prices) by 2025, with an average growth rate of 10.25% annually.
