Latest List of Industrial Parks in Ho Chi Minh City. Ho Chi Minh City (HCMC) is the largest industrial center in Vietnam, gathering all domestic and foreign resources, leveraging the advantages of being a “latecomer” and the context of the country’s renovation, opening up, and integration. The city also benefits from international advantages with globalization trends and Vietnam’s status as the 150th member of the WTO, aiming for rapid development and strategic breakthroughs.
Since the economic reform (1986), HCMC’s industrial sector has developed strongly in both quantity and quality. Starting with the construction project of the first Tan Thuan Export Processing Zone (EPZ) in 1991, followed by Linh Trung EPZ, a series of industrial parks (IPs) were established in suburban districts. After 31 years of construction and development, the city now has 3 export processing zones and 16 industrial parks, with a total area of 4,532 hectares; of which 17 EPZs and IPs are in operation.
To date, the EPZs and IPs in the area have attracted over 12 billion USD in investment capital, creating jobs for more than 276,000 workers. Annual export turnover reaches 8 billion USD, accounting for about 21% of the city’s total export turnover, excluding crude oil. Enterprises in these EPZs and IPs contribute nearly 50 trillion VND to the annual budget.
With the advantage of being the country’s economic center, HCMC and Hanoi are the two localities with the highest industrial real estate rental rates nationwide. In particular, HCMC can be considered the pillar of the industrial park market in the South. Although there are only 17 industrial parks and export processing zones, they are almost always fully occupied, maintaining a consistently high occupancy rate. Over the past year, despite the COVID-19 pandemic affecting various areas, HCMC remained the locality with the highest rental price at 300 USD/m².
Ho Chi Minh City is considered one of the key economic points in the southern economic triangle, consisting of Binh Duong – Dong Nai – Ho Chi Minh City, with all the most favorable conditions in terms of road and waterway transportation, including Tan Son Nhat International Airport, Long Thanh International Airport, and Cat Lai seaport, creating favorable conditions for goods circulation. This can be a significant advantage for HCMC, with complete infrastructure and being regarded as the “Pearl of the Far East,” making it highly attractive for foreign investment.
Development Orientation of EPZs – IPs
Currently, the development orientation of EPZs – IPs in Ho Chi Minh City until 2025 is to gradually transform existing EPZs and IPs into green, clean, and high-tech industrial parks. The city aims to develop new industrial parks toward high-tech industries and attract investment into four key technology-intensive industrial sectors, including: Mechanical engineering, electronics – informatics, chemicals, and food processing; as well as supporting industries serving these four key sectors.

The entire industrial park covers 207 hectares, spanning three administrative areas: Binh Hung Hoa B Ward (Binh Tan District) with 113.23 hectares, Vinh Loc A Commune (Binh Chanh District) with 84.59 hectares, and Ba Diem Commune (Hoc Mon District) with 9.18 hectares.

Phase 2 is being implemented under Decision No. 5058/QD-UBND dated October 2, 2012, with an additional area of 173.24 hectares. The park is managed by Cu Chi Industrial and Commercial Development Investment Joint Stock Company.
Part of the industrial park is located in Tan An Hoi Commune and another part in Trung Lap Ha Commune, bordered by Nguyen Thi Ranh Road, National Highway 22, Provincial Road 2, and Nguyen Van Kha Road.

Tan Tao Industrial Park was established under Decision No. 906/TTg of the Prime Minister on November 30, 1996, regarding the approval of the investment project for infrastructure construction and business. It was later adjusted by Decision No. 1566/QD-UBND on April 1, 2013. The park is located in Tan Tao Ward, Binh Tan District, Ho Chi Minh City, covering a total area of 161.35 hectares.
In 2000, Tan Tao Industrial Park was expanded by an additional 182.55 hectares according to Decision No. 473/QD-TTg dated May 12, 2000, approved by the Prime Minister, and adjusted by Decision No. 1512/QD-UBND on April 4, 2008, issued by the People’s Committee of Ho Chi Minh City.
The industrial park is located 12 km from the center of Ho Chi Minh City, 3.5 km from National Highway 1A, and adjacent to the Saigon – Trung Luong Expressway, making it one of the most convenient industrial parks in the Southern key industrial region.

As of December 31, 2020, Tan Tao Industrial Park had attracted 128 enterprises, with 143 investment projects. The total domestic investment capital was 7,501.54 billion VND, while foreign investment capital reached 416.36 million USD.

The park is modern and synchronous, covering a total area of 542.6423 hectares, including 359.1597 hectares of industrial land ready for lease to investors for factory construction, and 48 hectares designated for residential areas for engineers, specialists, workers, along with banking, healthcare, and shopping services.
Tan Phu Trung Industrial Park is located in the Northwest of Ho Chi Minh City, facing National Highway 22. It belongs to the planning zone of the Northwest Urban Area of Ho Chi Minh City, with a total area of 6,000 hectares, including eco-urban areas, an International University Village, golf courses, and Xuyen A General Hospital.
Convenient transportation
The park benefits from its location on National Highway 22, part of the Trans-Asian road project connecting Ho Chi Minh City and Cambodia. Linh Trung Export Processing Zone is a joint venture project between Vietnam and China, with the Vietnamese side represented by SAIGON INDUSTRIAL PARK DEVELOPMENT COMPANY (SAIGON IPD) and the Chinese side by CHINA UNITED ELECTRIC IMPORT AND EXPORT CO., LTD. The Linh Trung Export Processing Zone includes Zone I, Zone II, and Zone III, covering a total area of 326.37 hectares. The total investment capital for the project is USD 55,500,000, with legal capital of USD 17,000,000, and each side contributing 50%.
Linh Trung I Export Processing Zone is located in Thu Duc District, in the Northeast of Ho Chi Minh City, with an area of 62 hectares, approximately 16 km from the city center and 2 km from the railway station, offering convenient geographical location. From 1995 to 2000, Linh Trung 1 followed a rolling investment approach, completing land clearance, infrastructure construction, and public utilities. By 2000, the zone was fully leased out with 27 companies, with a total investment exceeding USD 485 million. Investors are primarily from Taiwan, Hong Kong, South Korea, and Japan, creating employment for more than 41,000 workers.

Linh Trung II Export Processing Zone, established in May 2000, is about 7 km from Linh Trung I, covering a total area of 61.7 hectares in Thu Duc District, Ho Chi Minh City.
Linh Trung II is divided equally between an export processing zone and an industrial park. Currently, it has attracted 37 investors, occupying the entire area with a total investment of more than USD 209 million, providing employment to more than 30,000 workers.

Tan Thuan Export Processing Zone, the first of its kind in Vietnam, was established in 1991. It is located at the gateway of District 7, on the banks of the Saigon River, just 4 km from the city center, and adjacent to Phu My Hung Urban Area. The zone covers 300 hectares, with 195 hectares allocated for factories and warehouses.
The enterprises operating within the zone primarily produce goods for export. Goods and raw materials entering and leaving the zone are treated as export and import items, enjoying preferential import and export tax rates.
As of the end of 2021, Tan Thuan Export Processing Zone had attracted 233 investment projects from 25 countries and regions, with a total investment capital of approximately USD 2.1 billion, creating employment for more than 60,000 workers.

III. QUANG TRUNG SOFTWARE PARK
Quang Trung Software Park (QTSC) was established on March 16, 2001. Up to now, QTSC is the first and largest software park in Vietnam. QTSC has attracted 146 IT enterprises, including 6 large enterprises with over 1,000 employees each, offering 650 products and solutions, and serving 21,196 people who study and work regularly.
On March 3, 2016, the Prime Minister approved the pilot establishment of the QTSC Chain, marking a breakthrough in software industry development and creative startups, leveraging the existing role and brand of QTSC and VNU-HCM IT Park (VNU-ITP). On December 28, 2019, the QTSC Chain welcomed a new member, the Hue Information Technology Center (HueCIT).
