Latest List of Industrial Parks in Nghe An
In recent years, Nghe An has continued to experience relatively comprehensive development, particularly in the construction of industrial parks. As of March 2021, according to the report of the Management Board of Dong Nam Economic Zone, Nghe An has completed planning for 10 out of 12 industrial parks, covering an area of over 5,000 hectares.
Additionally, based on the planning orientation of two central industrial parks, the province has planned two more industrial, urban, and service zones: Nam Cam and Tho Loc, increasing the total number of such zones within Dong Nam Economic Zone to three (including VSIP Industrial, Urban, and Service Zone). The total area of these industrial zones is 2,285 hectares (VSIP 750 ha; Nam Cam 685 ha; Tho Loc 850 ha).
Currently, six industrial parks are in operation in the province, including:
- VSIP Industrial Park (367.6 ha)
- WHA Industrial Park (498 ha)
- Hoang Mai I Industrial Park (264.77 ha)
- Dong Hoi Industrial Park (457.07 ha)
- Nam Cam Industrial Park (371.15 ha)
- Bac Vinh Industrial Park (60.16 ha)
Among these, Nam Cam, Bac Vinh, and Dong Hoi Industrial Parks are nearly fully occupied. The province is now attracting investment to fully utilize the remaining land in VSIP, WHA, and Hoang Mai I Industrial Parks.
Below is an updated list of economic zones, industrial parks, and planned industrial clusters in districts, towns, and cities across Nghe An Province.
I. Dong Nam Economic Zone (to be renamed as Nghe An Economic Zone)
Dong Nam Economic Zone in Nghe An was established under Decision No. 85/2007/QD-TTg dated June 11, 2007, by the Prime Minister. This zone spans 20,776.47 hectares, covering 26 communes, wards, and towns across Nghi Loc, Dien Chau, Hung Nguyen districts; Hoang Mai town, Cua Lo town, and Vinh city.
According to the plan, this is a multi-sector economic zone expected to become an international trade center, a major industrial, tourism, commercial, and seaport hub of the North Central Vietnam region, and a major urban center of Nghe An. Currently, there are seven industrial parks within the Dong Nam Economic Zone:
- Nam Cam Industrial Park
- WHA Hemaraj Industrial Park
- Hoang Mai I Industrial Park
- Hoang Mai II Industrial Park
- Dong Hoi Industrial Park
- VSIP Industrial Park
- Tho Loc Industrial Park
Development Plans and Expansion
Dong Nam Economic Zone is planned to consist of two main functional areas: a non-tariff zone and a tariff zone. The non-tariff zone, covering about 300 hectares, is associated with Cua Lo port and includes four key areas:
- Free port area
- Trade and service area
- Export processing zone
- Bonded warehouse zone
By July 2021, Dong Nam Economic Zone had 257 active investment projects with a total registered capital of over VND 70,189 billion (approximately USD 3.03 billion), including 52 FDI projects with total investment capital of USD 1.09 billion, accounting for 75% of the province’s total foreign investment.
By 2040, the total planned area of the economic zone will expand to about 80,000 hectares, including 70,000 hectares of land and 10,000 hectares of sea area. The total industrial land area will reach 15,000 hectares, and the zone will be renamed Nghe An Economic Zone.
The estimated infrastructure investment for economic zones and industrial parks from 2021-2025 is VND 19,912 billion, including:
- VND 1,050 billion from the state budget
- VND 17,838 billion from industrial park and port infrastructure investment enterprises
- VND 1,024 billion from other sources
Investment Attraction Goals
The People’s Committee of Nghe An Province aims to attract 120 projects with a total registered investment of VND 75,000 – 90,000 billion. Of this, FDI is expected to account for USD 2.26 billion, with a capital realization rate of over 60%.
By 2025, tax revenues from Dong Nam Economic Zone and industrial parks will contribute approximately 20-25% of the province’s total budget, creating jobs for 80,000 – 100,000 workers.
With a “breakthrough for development” mindset, the Management Board of Dong Nam Economic Zone is committed to significantly improving the investment and business environment, making it a new and attractive investment destination that offers transparency, safety, and high efficiency.
II. List of 6 Operating Industrial Parks
- Nam Cam Industrial Park
Established under Decision No. 3759/QD.UB-CN on October 3, 2003, and approved by the People’s Committee of Nghe An under Decision No. 2555/QD-UB, Nam Cam Industrial Park is located in Nghi Xa commune, Nghi Loc district. With an area of 371.15 hectares, it consists of three functional areas (A, B, C), and is managed by Nghe An Infrastructure Development Investment Company Limited.
- WHA 1 – Nghe An Industrial Park
Approved by the Prime Minister in Decision No. 681/QD-TTg on May 22, 2017, WHA 1 Industrial Park covers 1,850 hectares upon full completion, making it the largest international-standard industrial park in the North Central Vietnam region. Located within Dong Nam Economic Zone, WHA 1 Industrial Park benefits from special incentives and tax policies.
- Dong Hoi Industrial Park
Planned alongside Dong Hoi deep-water port, Dong Hoi Industrial Park has an area of 457.07 hectares and is designed with modern infrastructure suitable for various industries. It is strategically positioned for the development of thermal power, metallurgy, cement production, and supporting industries.
- VSIP Nghe An Industrial Park
Approved under Decision No. 5441/QD-UBND dated November 9, 2017, by the People’s Committee of Nghe An, VSIP Nghe An covers 750 hectares, including 367 hectares dedicated to industrial development. The park follows a green, sustainable, and Singaporean-style development model.
- Hoang Mai I Industrial Park
Approved under Decision No. 276/QD-TTg on February 26, 2021, Hoang Mai I Industrial Park is a key part of the Nam Thanh – Bac Nghe Economic Zone. The industrial park is expected to attract industries such as manufacturing, processing, and high-tech sectors.

- Bac Vinh Industrial Park
Bac Vinh Industrial Park was established under Decision No. 1128/QD-TTg dated December 18, 1998, by the Prime Minister and was approved in detail for Phase I under Decision No. 256/BXD-KTQH dated May 8, 1999, by the Ministry of Construction. On July 18, 2000, the Chairman of the People’s Committee of Nghe An Province issued Decision No. 55/2000/QD-UB on the promulgation of the management regulations for Bac Vinh Industrial Park.
Bac Vinh Industrial Park is located south of Dang Thai Mai Road, in Hung Dong Commune, Vinh City, Nghe An Province. The industrial park covers an area of 143.17 hectares and is invested in and developed by Bac Vinh Industrial Park Infrastructure Investment Company, under the Vietnam Erection Corporation (LILAMA), with a total investment capital of VND 78.507 billion.
According to Nghe An Province’s planning at the time, Bac Vinh Industrial Park was divided into two phases. Phase one involved constructing infrastructure south of Dang Thai Mai Road, covering a total area of 60.16 hectares. Phase two expanded the park by an additional 80 hectares to the north of Dang Thai Mai Road. This was the first industrial park in Nghe An Province, established not only to attract investors for production but also to relocate manufacturing plants from downtown Vinh City, thereby reducing urban pollution.
Attracted Industries
Bac Vinh Industrial Park primarily attracts industries such as food processing, animal feed production, export manufacturing, export packaging production, export handicrafts, chemicals, mechanical assembly, mechanical engineering, beer production, and building materials.
According to statistics, Phase 1 of Bac Vinh Industrial Park has reached 100% occupancy with a total of 34 enterprises.
List of 06 Industrial Parks Planned and Preparing for Infrastructure Investment
- Tho Loc Industrial Park
The detailed planning of Tho Loc Industrial Park was approved by the People’s Committee of Nghe An Province under Decision No. 7023/QD-UBND.DT dated December 29, 2009, and Decision No. 1231/QD-UBND.DT dated April 18, 2012. The industrial park is located in the communes of Dien Tho, Dien Loc, Dien Phu, Dien Loi, Dien Tan, Dien Thinh, and Dien An in Dien Chau District, Nghe An Province, with a total area of 1,159.71 hectares, divided into three zones: A, B, and C.
Zone A covers 783.21 hectares in the communes of Dien Tho, Dien Loc, Dien Phu, and Dien Loi. Zone B spans 217.5 hectares in the western part of the Southeast Economic Zone, covering Dien Phu and Dien Loc. Zone C, covering 158.75 hectares, is located in the eastern part of the Southeast Economic Zone in Dien Tan, Dien Loc, Dien Thinh, and Dien An communes.
Tho Loc Industrial Park is planned as a multi-sector industrial zone, including mechanical component manufacturing, precision engineering, digital assembly, agricultural-forestry-aquatic processing, textile and footwear manufacturing, electronics, high-end refrigeration, electrical appliances, and consumer goods production.
Currently, only one enterprise, ECO International Packaging Joint Stock Company, has invested in the park, with an investment of approximately VND 100 billion, creating nearly 500 jobs.
Investment Promotion
Tho Loc Industrial Park is actively seeking investors to complete its infrastructure and maximize the potential of this large-scale industrial park.
- Hoang Mai II Industrial Park
Hoang Mai II Industrial Park, together with the Nghi Son Economic Zone, forms the industrial center of Nam Thanh – Bac Nghe, as per the regional planning direction approved by the Government under Decision No. 847/TTg dated October 10, 1997, and Resolution No. 26-NQ/TW of the Politburo dated July 30, 2013, on the development direction and tasks for Nghe An Province until 2020.
Hoang Mai II Industrial Park was planned in detail under Decision No. 2943/QD.UBND-DT dated August 7, 2012. It is located in Quynh Vinh Commune, Hoang Mai Town, Nghe An Province, covering a total area of 343.69 hectares.
On July 27, 2017, the People’s Committee of Nghe An Province signed a Memorandum of Understanding with KOVINET from South Korea for infrastructure development of Hoang Mai II Industrial Park, with a total investment of VND 1,500 billion. However, as KOVINET decided not to continue the investment, Hoang Mai II Industrial Park is now expected to be developed by Hoang Thinh Dat Company, which has already signed an MOU with the provincial authorities and is in the process of completing the necessary investment procedures.
The industrial park is strategically located near National Highway 1A, the trans-Vietnam railway, and international ports capable of accommodating ships of 50,000-70,000 tons. It is also close to Vinh International Airport, making it an attractive destination for investors.
Investment Attraction
Hoang Mai II Industrial Park is a centralized industrial zone, creating a favorable environment to attract investors from inside and outside the province, boosting investment activities in Hoang Mai Town and Nghe An Province.
List of Industrial Clusters in Nghe An Province
To implement the industrial development plan up to 2030 with a vision to 2050 and to expand the economic zone area, Nghe An Province is reviewing and supplementing land funds for the development of centralized industrial clusters.
In 2021, after reassessing the industrial cluster development plan for the 2014-2020 period, the province approved 53 centralized industrial clusters. However, some clusters proved ineffective and were either removed or adjusted. As a result, Nghe An currently has 59 industrial clusters with a total area of 1,800.89 hectares, an increase of 790 hectares compared to the previous period.
