Overview
Minh Quang Industrial Park was established under Document No. 1159/TTg-CN dated August 21, 2007, issued by the Prime Minister, which added Minh Quang Industrial Park to the master plan for industrial park development in Vietnam. It was approved by Decision No. 542/QD-UBND on March 4, 2008, by the People’s Committee of Hung Yen Province, detailing the 1:200-scale planning for Minh Quang Industrial Park in Bach Sam Commune, My Hao District, Hung Yen Province. The infrastructure investor is VID Hung Yen Joint Stock Company.
On November 16, 2020, under Decision No. 2696/QD-UBND, VID Hung Yen Joint Stock Company was allocated land by the Hung Yen People’s Committee to build and operate industrial infrastructure at Minh Quang Industrial Park.

Minh Quang Industrial Park enjoys a strategic geographical advantage, located at Km32, National Highway 5 (Hanoi – Hai Phong), near Hanoi and Hai Phong Port, ensuring convenient transportation. This strategic positioning has significantly attracted domestic and international investors to the park.

Internal Transportation
- Central roads: 28m wide; branch roads: 20.5m wide.
- Street lighting systems are installed along the roads.
Electricity System
- The 110kV electricity grid is supplied along internal roads within the industrial park.
Public Lighting System
- Separate from the residential electricity supply, public lighting is installed along traffic axes.
Water System
- Water supply is connected directly to the fences of enterprises, with a capacity of 4,000 m³/day.
Rainwater and Wastewater Drainage System
- Rainwater Drainage:Collected via a pipe system and discharged into local rivers.
- Wastewater Drainage:Wastewater is collected and processed at the park’s treatment plant.
Waste Treatment
- Factories in the park will sign contracts with certified units for sorting, collecting, and transporting waste to prevent environmental pollution.
Wastewater Treatment
- All industrial and domestic wastewater is treated by enterprises to at least Grade B before being discharged into the park’s drainage system. The park will further treat wastewater to meet Vietnamese government standards, with a capacity of 9,000 m³/day.
Telecommunication System
- The telecommunication system meets international standards, with underground fiber optic cables connected directly to each enterprise’s fence.

Minh Quang Industrial Park focuses on industries such as:
- Manufacturing and assembling electrical, electronic, and refrigeration equipment.
- Producing paper, packaging, and ceramics.
- Processing agricultural and forestry products, and food.
- Producing consumer goods.
- General light industries.

Located in My Hao District, Hung Yen Province, Minh Quang Industrial Park falls under Region II. As of 2024, the regional minimum wage for Region II is 5,000,000 VND/month.

Customs Services
Hung Yen Provincial Customs Sub-department is about 1 km from the park, facilitating import-export procedures, sealing, and inspection.

Near the park is Pho Noi General Hospital, along with district- and commune-level medical facilities, ensuring healthcare services for industrial park workers.

The area has a diverse system of colleges and vocational schools. Hung Yen Province has around 15 professional vocational schools, employing 500 teachers and training over 10,000 students annually.
