Overview

Nam Binh Xuyen Industrial Park (IP) was approved for inclusion in Vinh Phuc Province’s industrial park planning per Official Document No. 1581/TTg-KTN dated September 3, 2009, issued by the Prime Minister. On January 7, 2022, the detailed 1/500 scale construction plan of the park was approved under Decision No. 36/QD-UBND by the Vinh Phuc Provincial People’s Committee.
The park’s investment policy was endorsed on March 19, 2021, through Decision No. 399/QD-TTg by the Prime Minister. The total area spans 295.7 hectares, located in Phu Xuan, Tan Phong, Dao Duc, and Huong Canh communes, Binh Xuyen district, Vinh Phuc province. The project is developed by Nam Binh Xuyen Green Park Development Co., Ltd., a consortium of J&D Partner Co., Ltd., and VK Investment Consulting Co., Ltd., with a total investment exceeding VND 2,200 billion.
The project construction is divided into two phases:

  • Phase 1: Covers 153.5 hectares, commenced in August 2021.

Phase 2: Scheduled for completion between January 2023 and March 2026.
The park’s infrastructure includes modern facilities such as a central control room, AI security, fire stations, educational areas, e-commerce systems, wastewater treatment plants, recyclable waste systems, and solar energy systems. With strong financial backing from South Korean investors, the project adheres to high-quality standards and timely delivery.
Focusing on eco-friendly and smart infrastructure, the park allocates 10 hectares for green spaces and eco-friendly lakes. The park aims to attract investments in high-tech industries, supporting industries, electronics and telecommunications, cosmetics, medical equipment, construction materials, and agro-forestry-fishery processing.
Strategically located near major economic zones, Nam Binh Xuyen IP contributes to Vinh Phuc’s sustainable development strategy and focuses on high-tech industrial growth. Backed by South Korean technological expertise, the park is expected to provide quality industrial land and commenced operations in Q2/2023.

Location

Nam Binh Xuyen IP borders:

  • North: 220 kV power line
  • West: Agricultural land and residential areas of Phu Xuan Commune
  • East and South: Nam Binh Xuyen Urban Area and other residential zones
    Its excellent connectivity facilitates efficient transportation and logistics operations.

Infrastructure

Internal Roads
The internal road system is fully developed, allowing seamless movement. Main roads in the park are 41m, 45m, or 50m wide, while branch roads range from 13.5m to 26.5m.

Electricity Supply
The park’s electricity is supplied from the national grid via the 220/35/22 kV Vinh Yen substation in Huong Canh town, Binh Xuyen district. 35/22 kV lines run through reinforced concrete poles to each industrial plot.

Public Lighting
The street lighting system is separate from residential power supply, installed along all roads in the park.

Water Supply
Clean water is sourced from Vinh Phuc Water Supply JSC.

    • Phase 1 Capacity: 9,800 m³/day
    • Phase 2 Capacity: 22,000 m³/day

Rainwater and Wastewater Drainage

Rainwater: Channeled separately through nine discharge outlets into the Ca Lo and Phan Rivers.

Wastewater: Collected through pipelines along roads and processed at the park’s wastewater treatment facility.

Waste Management
Investors are required to contract licensed waste management services.

Wastewater Treatment
The wastewater treatment plant processes up to 5,000 m³/day according to QCVN 40:2011 standards. Treated wastewater achieves Type A standards before release.

Telecommunications
The park is fully equipped with high-speed internet and communication systems provided by leading telecommunications providers such as VNPT, Viettel, and FPT Telecom.
