Overview

Saigon Hi-Tech Park (SHTP) was established by Decision No. 145/2002/QD-TTg dated October 24, 2002, issued by the Prime Minister of Vietnam. It is designed to be an economic-technical zone built on the foundation of high technology to attract foreign investment. As one of three national high-tech parks established by the government, SHTP is located at the Northeast gateway of Ho Chi Minh City.

Currently, SHTP serves as a hub for research and technological development activities in Ho Chi Minh City and is one of the three pillars of the Eastern Innovation Urban Area of the city.

After more than 20 years of development, SHTP has become a reliable destination for high-tech investment in Ho Chi Minh City and Vietnam. It focuses on four key areas:

  1. Microelectronics – Information Technology – Telecommunications
  2. Precision Engineering – Automation
  3. Biotechnology in Pharmaceuticals and Environment
  4. New Energy – New Materials – Nano Technology

FDI Attraction

SHTP aims to attract FDI in high-tech industries from strong multinational corporations, adapting and spreading high technology to key industries in Ho Chi Minh City and surrounding areas.

As of now, SHTP has 160 active projects with a total investment capital of USD 12.036 billion, including 51 FDI projects worth USD 10.106 billion (84% of total investment). Notable investments include:

  • Intel Group (USA) – USD 1.04 billion
  • Nidec Group (Japan) – USD 296 million
  • Samsung Group (Korea) – USD 2 billion
  • Nipro Group (Japan) – USD 300 million

Around 60% of the projects are from investors in high-tech manufacturing and R&D.

Strategic Characteristics

SHTP is built as a high-tech economic zone to attract foreign investment and mobilize domestic resources in science and high technology. Its goals include:

  • Creating a favorable environment to attract foreign investment in high technology.
  • Establishing a National High-Tech Center, a key driver for Ho Chi Minh City and the Southern Key Economic Zone.
  • Linking research institutes, universities, and businesses to develop high technology.
  • Training high-tech human resources to establish a modern production force.

Master Planning

Phase 1:

  • Location: Adjacent to Hanoi Highway, covering wards Tan Phu, Hiep Phu, Tang Nhon Phu A, Tang Nhon Phu B, and Long Thanh My in District 9.
  • Area: 326.09224 ha
  • Main Functions:
    • High-tech manufacturing area
    • R&D and training area
    • High-tech management and services
    • Residential area for specialists and public utilities
    • Green space and water surface area

Phase 2:

  • Location: South of Phase 1, covering wards Tang Nhon Phu A, Tang Nhon Phu B, and Long Thanh My.
  • Area: 587.07 ha
  • Main Functions:
    • High-tech manufacturing
    • Supporting industries
    • R&D and training (R&D)
    • Tax-free zone
    • Logistics area
    • High-tech business incubation area
    • Service area
    • Residential area for experts
    • Parks and green spaces

Research and Incubation Zone:

  • Location: Long Thanh My Ward, District 9
  • Area: 93.2257 ha
  • Functions:
    • R&D and training
    • High-tech business incubation
    • Green space and public area

Incentive Policies

  1. Tax Incentives
  • Corporate Income Tax (CIT) Exemption:
    • 4 years of full exemption from the first taxable income year.
    • 5% CIT for the next 9 years.
    • 10% CIT for the final 2 years.
    • 20% CIT for the remaining project duration.
  • Import Duty and VAT Exemption:
    • Duty-free for imported fixed assets and R&D equipment.
    • Zero VAT for high-tech products.
  1. Land and Factory Rental Incentives
  • Land Lease:
    • Free land lease during construction (up to 3 years).
    • Post-construction, land lease exemption for 15 to 19 years as per regulations.
  • Ready-Built Factories:
    • High-quality, fully equipped factories ranging from 1,000 to 6,000 m².
    • Rental cost: 3.2 – 5.5 USD/m²/month.

Strategic Location

Surrounded by 42 industrial parks and export processing zones in the southern key economic region, forming a network of suppliers and customers for enterprises within Saigon Hi-Tech Park (SHTP). Notably, it is adjacent to Vietnam National University, Ho Chi Minh City, which provides high-quality human resources for the city and SHTP.

Infrastructure and Utilities

  • Traffic System:
    • Main roads D1 and D2 (52 m wide), internal roads (19 – 32 m wide).
  • Power Supply:
    • Capacity of 110 KVA, sourced from 3 different stations.
  • Wastewater Treatment:
    • Capacity of 20,000 m³/day-night.
  • Water Supply:
    • 24,300 m³/day-night from Thu Duc Water Plant.
  • Social Infrastructure:
    • Complete internal facilities including nurseries, housing for workers, cultural centers, clinics, and international schools.
  • On-site Services:
    • Electronic customs, e-banking, logistics, and more.
