Overview

The detailed construction planning for Tho Loc Industrial Park was approved by the People’s Committee of Nghe An province under Decision No. 7023/QĐ-UBND.ĐT dated December 29, 2009, and Decision No. 1231/QĐ-UBND.ĐT dated April 18, 2012.

The park is located in Dien Tho, Dien Loc, Dien Phu, Dien Loi, Dien Tan, Dien Thinh, and Dien An communes, Dien Chau district, Nghe An province, covering a total area of 1,159.71 ha, divided into three zones (A, B, and C). It is also part of the Southeast Economic Zone development plan in Nghe An.

  • Zone A: 783.21 ha, located in Dien Tho, Dien Loc, Dien Phu, and Dien Loi communes.
  • Zone B: 217.5 ha, situated in the west of the Southeast Economic Zone, covering Dien Phu and Dien Loc communes.
  • Zone C: 158.75 ha, located in the east of the Southeast Economic Zone, covering Dien Tan, Dien Loc, Dien Thinh, and Dien An communes.

Tho Loc Industrial Park is planned as a multi-sector industrial park, specializing in:

  • Mechanical engineering and precision machinery
  • Digital assembly
  • Processing of agricultural, forestry, and seafood products
  • Consumer goods manufacturing (textiles, footwear, electronics, household appliances)

Currently, the only operational project is the export packaging factory of ECO International Packaging JSC, with an investment of approximately 100 billion VND, creating nearly 500 jobs.

Location

Tho Loc Industrial Park is conveniently located along National Highway 1A and the North-South Expressway, ensuring excellent transport connectivity.

Internal Transportation

    • The internal road network is well-planned and integrated with existing regional roads.
    • Internal roads range from 24m to 42m in width.

    • The industrial park is powered by the national grid through the 110-220kV Cau Cam – Dien Chau transmission line.

    • A clean water plant with a capacity of 10,000 m³/day-night has been built to supply water for production and domestic use.

    • Separate drainage systems are implemented for stormwater and wastewater.
    • Stormwater is directed into the park’s main drainage channels.

Waste Management

    • Solid waste is collected at designated transfer stations, sorted at the source, and transported daily to treatment facilities.

Wastewater Treatment

    • Wastewater is collected and treated at the centralized wastewater treatment plant, with a capacity of 15,000 m³/day-night, ensuring it meets Class A standards (TCVN 5945-1995) before discharge.

    • A modern telecommunication network ensures seamless connectivity, offering services such as:
