Quang Ninh is an important industrial and economic region in northern Vietnam, positioned as a key hub in the Northeast Economic Zone and the Northern Coastal Area. It is renowned for its coal reserves and the iconic Ha Long Bay, a UNESCO World Heritage site. Quang Ninh offers several key advantages for investment, including:
• 264 km of highways, comprising 10% of Vietnam’s total highway network.
• The first international airport and the first specialized port in the country, built with private funding.

Investment Attraction Focus:
Quang Ninh is focusing on selective foreign direct investment (FDI), prioritizing projects that:
• Introduce advanced technology, modern management, and high added value.
• Have a global production network and contribute to Industry 4.0 advancements.

The goal is to establish high-tech industrial parks, support industries, specialized sectors, and integrated supply chains.

2021-2026 Investment Goals:
The province targets attracting USD 4.2 billion in FDI for its industrial parks during the 2021-2026 period, with an average annual investment of about USD 700 million.

Industrial Park Development Plan (2020-2025):
According to the development plan approved by the Prime Minister, 13 industrial parks and 5 economic zones are planned in Quang Ninh, spanning a total area of approximately 388,671 ha, across 11 of the province’s 13 localities.

Key Industrial Parks in Quang Ninh:
• 7 industrial parks have been developed with infrastructure investments in places like Cai Lan, Viet Hung, Hai Yen, Dong Mai, Texhong – Hai Ha, Nam Tien Phong, and Song Khoai. These parks collectively cover 4,514.69 ha.
• There are also 2 parks under development (Bac Tien Phong and Bach Dang), with 5 more planned projects currently under review, covering approximately 2,500 ha.

Quang Ninh’s industrial parks have attracted large foreign investors from 15 countries and territories, including companies from Thailand, Belgium, China, Taiwan, Japan, Singapore, and others, in industries like real estate, textiles, electronics, food processing, and more.

FDI Investment in Industrial Parks:
By the end of 2020, Quang Ninh attracted around USD 2 billion in FDI to its industrial and economic zones, with USD 1 billion being allocated for non-budgetary projects.
In the first 9 months of 2021, the province secured VND 40,350 billion (over USD 1.75 billion) in investment, surpassing the 2021 target by 139%.

2020-2025 Strategic Goals:
• Industrial Sector: Quang Ninh plans to make the processing and manufacturing industry one of the three main pillars of its economy by 2025, focusing on integrating industrial parks, urban areas, and service zones with modern infrastructure.
• The focus is on high-tech manufacturing, automobile production, supporting industries, and production linkages across sectors.

Post-COVID FDI Investment:
In response to the post-pandemic investment wave, the province is accelerating the development of infrastructure for its industrial parks and economic zones, while also developing policies and incentives to attract investors. These policies will include improving social infrastructure, building affordable housing for workers, and investing in high-quality human resources to meet the needs of these parks.

Key Strategic Areas for Development:
The three strategic breakthroughs for Quang Ninh are:

Infrastructure development.
Administrative reforms.
Human resource development, focusing on providing training and quality labor to support the growing industrial parks.

Here is the list of 8 operating industrial parks in Quang Ninh:

Dong Mai Industrial Park

Area: 167.86 ha
Location: Dong Mai Ward, Quang Yen Town, Quang Ninh Province
Infrastructure: Internal roads, 110/22 KV substation, water supply (6,500 m³/day), wastewater treatment (4,800 m³/day).
Advantages: Direct access to National Road 18, the Hai Phong-Ha Long expressway, and 12 km from the industrial park to Hanoi and Hai Phong port.

Song Khoai Industrial Park (Amata)

Area: 714 ha
Location: Quang Yen Town, Quang Ninh
Infrastructure: Main roads (32m), 110/35/22KV substation, water supply (30,000 m³/day), wastewater treatment (4,000 m³/day).
Advantages: Easy connection to key transport infrastructure via modern roads.

Texhong Hai Ha Industrial Park (Phase 1)

Area: 660 ha (of a total of 4,988 ha)
Location: Hai Ha District
Infrastructure: Modern internal roads, 110KV substation, water supply (20,000 m³/day), wastewater treatment (20,000 m³/day).
Advantages: Strategically located for industrial and logistical development.

Viet Hung Industrial Park

Area: 301 ha
Location: Viet Hung Ward, Ha Long City, Quang Ninh
Infrastructure: Internal roads, 110KV substation, water from Dong Ho water plant, wastewater treatment (1,800-2,000 m³/day).
Advantages: Close to National Road 18, the Hanoi-Hai Phong expressway, and sea routes.

Cai Lan Industrial Park

Area: 78 ha
Location: Ha Long City
Infrastructure: Internal roads, 110/22KV substation, water supply (4,000 m³/day), wastewater treatment (2,000 m³/day).
Advantages: Located next to the Cai Lan Deep Water Port, with excellent access to highways and railways.

Hai Yen Industrial Park

Area: 182.42 ha
Location: Hai Yen Ward, Mong Cai City, Quang Ninh
Infrastructure: Internal roads, dual 110/22KV substations, water supply (6,500 m³/day), wastewater treatment (4,300 m³/day).
Advantages: Located at the border of China, with modern transport connections to major cities and ports.

Nam Tien Phong Industrial Park (DEEP C I)

Area: 487.4 ha
Location: Quang Yen, Quang Ninh
Infrastructure: Modern internal roads, 110/22KV substation, water supply (12,000 m³/day), wastewater treatment (10,000 m³/day).
Advantages: Located in a dynamic marine economic zone with access to major ports and logistics services.

Bac Tien Phong Industrial Park (DEEP C II)

Area: 1,193 ha
Location: Quang Yen, Quang Ninh
Infrastructure: Internal roads, 110/22KV substation, water from multiple sources, wastewater treatment (12,000 m³/day).
Advantages: Close to key ports and highways, ideal for logistics, industrial, and marine-based industries.

These industrial parks have been a key factor in Quang Ninh’s rapid economic growth, with the province achieving an average growth rate of over 10% per year, and a GDP per capita that is more than twice the national average.

The average growth rate of the province has been over 10% per year, and the economic scale has exceeded 200,000 billion VND. The GRDP per capita in 2020 reached over 6,700 USD, more than twice the national average.
