Updated List of Industrial Parks in Ninh Binh
According to the industrial park development plan of Ninh Binh Province until 2020, approved by the Prime Minister in Official Document No. 1499/TTg-KTN dated August 18, 2014, Ninh Binh Province has seven industrial parks (IPs) covering a total area of 1,472 hectares.
To date, five out of seven industrial parks have been constructed and are operational: Tam Diep I IP, Khanh Phu IP, Gian Khau IP, Khanh Cu IP, and Phuc Son IP, all of which have been nearly fully occupied. Tam Diep II IP has been approved for zoning planning by the Provincial People’s Committee under Decision No. 1194/QD-UBND dated October 7, 2019, and is currently in the process of selecting investors for infrastructure construction and business. Kim Son IP is undergoing planning preparation.
Most investment projects in Ninh Binh’s industrial parks are of medium to large scale. The average registered investment capital per project is VND 537 billion, with an average land use of about 5.6 hectares. There are 16 domestic investment projects with capital exceeding VND 1,000 billion. Projects in these industrial parks contribute significantly to economic growth. By 2020, each hectare of industrial land generated an average revenue of VND 98.85 billion, created jobs for over 60 workers, and contributed VND 18.85 billion to the state budget.
Selective Investment Attraction
With the principle of “not attracting investment at all costs,” most investment projects in Ninh Binh’s industrial parks are large-scale, high-value-added, and environmentally friendly. There are 12 projects with investment capital between VND 1,000 billion and VND 2,600 billion, and five projects with investment ranging from VND 500 billion to VND 1,000 billion.
As of mid-2021, Ninh Binh’s industrial parks had 119 active investment projects, including 30 foreign-invested projects. Industrial land leased totaled 667.7 hectares, with total registered capital exceeding VND 63,900 billion and actual investment reaching approximately VND 51,000 billion, an investment implementation rate of over 80%. Export turnover reached USD 1,472 million, contributing VND 12,585 billion to the state budget and providing employment for 40,242 local workers.
The establishment and development of industrial parks in Ninh Binh have achieved comprehensive results, significantly contributing to the province’s socio-economic development. These industrial parks have attracted substantial capital from both domestic and foreign investors, playing a crucial role in enhancing technological advancement, improving competitiveness, increasing export turnover, and expanding international cooperation.
Development Goals for 2021-2025
During the 2016-2020 period, Ninh Binh’s industrial production value grew at an average annual rate of 18.9%, surpassing the provincial Party Congress’s target of 16% per year. The total industrial production value for this period (at 2010 constant prices) reached VND 279,037 billion, with 2020 alone accounting for VND 78,585 billion—2.3 times that of 2016.
For the 2021-2025 period, Ninh Binh aims to achieve an industrial production value of VND 128,000 billion by 2025 (at 2010 constant prices), with an average annual growth rate of 10.25%.
By the end of 2025, the province strives to:
- Attract new investment projects in line with provincial development directions, with total investment exceeding VND 5,000 billion;
- Ensure that 100% of operational industrial parks have centralized wastewater treatment plants;
- Generate annual revenue of over VND 90,000 billion from enterprises within industrial parks;
- Contribute over VND 15,000 billion to the state budget annually;
- Create jobs for more than 45,000 workers.

Kim Son IP offers convenient access to both road and waterway transport. The district features an extensive river system, including the Day River, Can River, and Vac River, which facilitate industrial activities. The primary industries targeted for investment include transportation, port services, shipbuilding, renewable energy, seafood processing, food technology, and agricultural biotechnology.
Kim Son IP is currently in the planning phase, with infrastructure expected to be modern and comprehensive. Due to its location in an economically challenging area, investors will benefit from numerous investment incentives.
III. Ninh Binh Industrial Clusters List
In addition to large-scale industrial parks, Ninh Binh Province has also focused on developing industrial clusters and craft villages. The province has approved the planning of 25 industrial clusters (ICs) with a total planned area of 971.07 hectares.
Currently, 17 ICs have been established, with notable ones such as Cau Yen, Ninh Phong, Yen Ninh, Gia Van, Son Lai, and Phu Son reaching 100% occupancy. Other ICs have varying occupancy rates: Ninh Van (33.6%), Dong Huong (52.3%), Mai Son (49.82%), Khanh Nhac (71.6%), Gia Phu (46.5%), Van Phong (26.17%), and Gia Lap (3.4%). Additionally, four ICs are under development: Khanh Thanh, Khanh Hai II, Khanh Hong, and Khanh Thuong.
