2023 Performance Overview
In 2023, Vinh Phuc province continued to solidify its position as a leading destination for investment in Vietnam, despite global economic challenges. The province recorded remarkable progress in attracting foreign direct investment (FDI) and domestic direct investment (DDI) into its industrial parks. FDI approvals and capital adjustments reached $610 million, marking a 9% increase compared to 2022, while DDI projects achieved a total registered capital of 8,500 billion VND, a 10% year-on-year rise. Key investors hailed from South Korea, Japan, China, Thailand, India, Taiwan, and Singapore, with a strong focus on high-tech industries such as electronics, precision engineering, and renewable energy.
Significant achievements included an occupancy rate of 98% at Binh Xuyen II Industrial Park (Phase 1) and notable progress in other parks like Khai Quang (96%), Binh Xuyen (94%), and Ba Thien (80%). Thang Long Vinh Phuc Industrial Park reached an 85% occupancy rate, driven by investments in green and sustainable industries. This park alone attracted 10 new FDI projects worth $450 million and five DDI projects worth 1,500 billion VND in 2023.
2024 Investment Goals
For 2024, Vinh Phuc targets attracting 30-35 new FDI projects with a total registered capital of $700 million, alongside 8-10 new DDI projects worth 1,200-1,500 billion VND. The province aims to operationalize 40-45 projects, achieving $500 million in FDI and 1,000 billion VND in DDI implementation capital. The strategic focus will be on developing advanced infrastructure, enhancing administrative procedures, and promoting environmentally friendly industries.
Below is the updated list and development plan for the industrial parks in Vinh Phuc as of 2024:
I. List of Operational Vinh Phuc Industrial Park
As of 2024, Vinh Phuc has 15 industrial parks approved for investment with a total planned area of 3,200 hectares. Nine parks are currently operational:
Khai Quang Industrial Park
- Location: Khai Quang Ward, Vinh Yen City.
- Total Area: 262.24 hectares.
- Developed as a multi-sector park with advanced, eco-friendly technology standards.
- Industries: Precision mechanical equipment, electronics, automotive parts, molds for metal and non-metal products.
Binh Xuyen Industrial Park
- Location: Binh Xuyen District.
- Total Area: 286.98 hectares.
- Focused on building materials, textiles, consumer goods, electronics, and assembly industries.
Binh Xuyen II Industrial Park (Phase 1)
- Location: Ba Hien Commune, Binh Xuyen District.
- Total Area: 42 hectares.
- Emphasizes green, eco-friendly infrastructure.
Ba Thien I Industrial Park
- Location: Ba Hien and Thien Ke Communes, Binh Xuyen District.
- Total Area: 247.26 hectares.
- Industries: IT equipment, electronics, semiconductors, and software production.
Ba Thien II Industrial Park
- Location: Thien Ke, Ba Hien, and Trung My Communes, Binh Xuyen District.
- Total Area: 308.83 hectares.
- Focuses on environmentally friendly high-tech industries.
Tam Duong II Industrial Park – Zone A
- Location: Tam Duong and Tam Dao Districts.
- Total Area: 135.17 hectares.
- Industries: Precision engineering, electronics, automotive components.
Thang Long III Industrial Park – Vinh Phuc
- Location: Thien Ke Commune, Binh Xuyen District.
- Total Area: 213 hectares (divided into two phases).
- Focuses on high-tech industries, expected to create 50,000-60,000 jobs.
Kim Hoa Industrial Park
- Location: Phuc Yen Town.
- Total Area: 50 hectares.
- Hosts major projects such as Honda and Toyota.
Song Lo II Industrial Park
- Location: Song Lo District.
- Total Area: 250 hectares.
- Specializes in electronics, renewable energy, and supporting industries.
II. Newly Approved Industrial Parks (2023)
In 2023, the government approved five new industrial parks in Vinh Phuc:
- Tam Duong I Industrial Park – Zone 2
- Nam Binh Xuyen Industrial Park
- Thai Hoa – Lien Son – Lien Hoa Industrial Park (Zone II – Phase 1)
- Ba Thien Industrial Park – Subdivision II
- Phuc Yen Industrial Park Expansion
Additionally, two new industrial cluster projects were approved:
- Lap Thach Cluster
- Tam Dao Cluster
III. Development Plan for Vinh Phuc’s Industry by 2030 and Vision to 2045
Vinh Phuc province is set to expand its industrial base, aiming to establish 25-30 industrial parks by 2030, covering a total area of 8,000 hectares. The focus will be on:
- Strategically placing industrial parks near major urban areas with access to Hanoi and other economic hubs.
- Prioritizing the development of high-tech and green industries.
- Minimizing the conversion of agricultural land and promoting sustainable land use practices.
By 2045, Vinh Phuc envisions becoming a model industrial province with state-of-the-art infrastructure, advanced manufacturing capabilities, and a commitment to environmental sustainability.
