General Introduction

Hai Long Industrial Park (IP) is the second IP (after Lien Ha Thai IP) approved by the Prime Minister for establishment and granted investment policy within Thai Binh Economic Zone under Decision No. 1370/QD-TTg dated November 09, 2022. Hai Long IP is connected to the coastal road, the main traffic arteries of the province, and the trunk road of Thai Binh Economic Zone. This IP is expected to become an attractive investment destination thanks to its great potential and to strongly drive the socio-economic transformation of Tien Hai District.

Hai Long IP covers a total area of 296.97 ha, including 277.1 ha for industrial land, 6.1 ha for social housing, 5 ha for expert housing, and 8.5 ha for industrial service land.

As part of Thai Binh Economic Zone, secondary investors in Hai Long IP are entitled to special incentives under central government regulations as well as investment promotion policies from the province, such as: exemption and reduction of land lease fees; support for infrastructure construction up to the fence line; site leveling assistance; support for factory construction and leasing; workforce training assistance; trade promotion support; and facilitation in investment-related administrative procedures.

The investor of Hai Long IP is Bao Minh Industrial Park Infrastructure Investment Joint Stock Company, a financially capable and experienced investor in IP development, management, and operation. The project is identified as a key investment, planned with modern, synchronized infrastructure meeting international standards, prioritizing utilities, environmental friendliness, and sustainable development. The total infrastructure investment value of Hai Long IP is estimated at over VND 2,200 billion.

Hai Long IP is planned with the goal of building a modern, green, and synchronized industrial zone, becoming a flagship project of Thai Binh Economic Zone and the Red River Delta region. It will contribute to expanding the industrial land fund of Thai Binh, integrating infrastructure networks, enhancing land use efficiency, and attracting projects applying advanced, eco-friendly technologies. The IP is expected to transform rural landscapes, improve local living standards, and accelerate economic restructuring of Tien Hai District toward reducing agriculture and increasing industry, commerce, and services.

On February 15, 2023, the groundbreaking ceremony of Hai Long IP was held. According to the project schedule, clean land was expected to be handed over to secondary investors by Q3/2023.

Hai Long IP is located in Dong Tra, Dong Long, and Dong Xuyen Communes, Tien Hai District, within Thai Binh Economic Zone. The IP lies along the Tra Ly River, connected by the coastal road, DT.464, and DT.221D, forming a multimodal transport network (road and waterway) that facilitates transportation, production, and business operations. Moreover, it is only about 40 km from Hai Phong’s deep-water port and international airport, providing favorable logistics for manufacturing and import-export activities.
