Overview
Dung Quat is one of Vietnam’s 18 coastal economic zones. It was officially established by Decision No. 50/2005/QD-TTg dated March 11, 2005, issued by the Prime Minister of Vietnam, which also introduced its operational regulations.
Located in Binh Son District, Quang Ngai Province, Dung Quat Economic Zone (DQEZ) enjoys favorable conditions for maritime economic development. Quang Ngai was one of the first localities in the Central Key Economic Region to establish a coastal economic zone—earlier than Chu Lai (Quang Nam), Nhon Hoi (Binh Dinh), and Chan May–Lang Co (Thua Thien Hue).
Expansion and Master Plan
On October 30, 2020, the Prime Minister approved the task of adjusting the general construction master plan for DQEZ to 2035, with a vision to 2050. The revised planning area covers approximately 45,332 ha, including:
10,300 ha of the existing zone
24,280 ha of expanded land area
10,752 ha of adjacent sea area
On March 30, 2023, the Quang Ngai People’s Committee announced the Prime Minister’s Decision No. 168/QD-TTg (dated February 28, 2023) approving the overall adjusted master plan of DQEZ to 2045.
Approved area includes:
All or part of 17 communes/townships in Binh Son District
Entire Tinh Phong Commune and part of Tinh Tho Commune (Son Tinh District)
Entire Tinh Hoa and Tinh Ky Communes (Quang Ngai City)
All of Ly Son Island District
Adjacent marine area (approx. 10,752 ha)
Strategic Vision & Development
By 2045, DQEZ is envisioned as a dynamic marine economic hub with a multi-sectoral, integrated national economy. It will leverage coastal urban landscapes, modern infrastructure, and sustainable development models.
Since its inception, DQEZ has become one of Vietnam’s most successful economic zones and a growth engine for Quang Ngai Province.
Geographic Boundaries
Northwest: Adjacent to Chu Lai Airport
West: Bordering National Highway 1A
East & Northeast: Facing the East Sea
Southwest: Bordering Quang Ngai City
Functional Zoning and Development Orientation
The zone is divided into eight key functional sub-zones, with five major categories:
North Dung Quat Urban–Industrial–Service Sub-zone
Includes Ly Son Town, Tinh Phong Urban Area (Son Tinh), and four urban cores: Binh Son, Tinh Hoa–Tinh Ky, and parts of Quang Ngai City. Total ~14,000 ha.
Urban Development Goals
2026–2035: Ly Son to achieve grade IV urban status, Binh Son to reach grade III.
2036–2045: Establish Binh Son and Ly Son as cities; form a Northern Urban–Economic Belt for Quang Ngai and the Central Key Economic Region.
Chau O – Binh Long Urban–Industrial–Service Sub-zone
Tourist and service hubs (e.g., Thien Dang–Khe Hai, Thuan Phuoc Lagoon, Le Thuy Beach, Ganh Yen, Binh Chau Beach). Area: ~713 ha.
South Dung Quat Urban–Industrial–Service Sub-zone
Includes planning for Ly Son Airport (~153 ha).
Southeast Dung Quat Urban–Service Sub-zone
Ly Son Urban Sub-zone
Population and Land Use Projections
2035:
Population: ~425,000 (90% urban)
Industrial land: ~8,045 ha
Residential land: ~7,690 ha
Tourism/service land: ~2,030 ha
2050:
Population: ~600,000 (95% urban)
Residential land: increases to ~9,315 ha
Tourism/service land: increases to ~2,870 ha
Industrial Areas and Clusters
Total: ~8,040 ha across 7 concentrated industrial zones, with adjusted area ~4,215 ha, including:
- West Dung Quat Industrial Park: 355 ha
- East Dung Quat Industrial Park: 2,205 ha
- Binh Hoa–Binh Phuoc I: 610 ha
- Binh Hoa–Binh Phuoc II: 305 ha
- Tinh Phong Industrial Park: 138 ha
- VSIP Quang Ngai Industrial Park: 582 ha
- Binh Nguyen Industrial Cluster: 20 ha
Newly added zones (Total: 3,750 ha):
- Dung Quat I Industrial–Urban–Service Area: 165 ha
- Dung Quat II Industrial–Urban–Service Area: 1,085 ha
- Binh Thanh Industrial–Urban–Service Area: 2,500 ha
- Tinh Phong Industrial Cluster (new addition): 75 ha
