Bac Vinh Industrial Park – Nghe An | Area: 143.17 ha – Term: Until 2049

Overview

Bac Vinh Industrial Park was established under Decision No. 1128/QD-TTg dated December 18, 1998, by the Prime Minister and was approved for detailed planning (Phase I) under Decision No. 256/BXD-KTQH dated May 8, 1999, by the Ministry of Construction. On July 18, 2000, the Chairman of the People’s Committee of Nghe An Province issued Decision No. 55/2000/QD-UB on the management regulations of Bac Vinh Industrial Park.

Bac Vinh Industrial Park is located south of Dang Thai Mai Road, in Hung Dong Commune, Vinh City, Nghe An Province. Covering an area of 143.17 hectares, the industrial park is invested in and developed by Bac Vinh Industrial Park Infrastructure Company under Vietnam Machinery Installation Corporation (LILAMA), with a total investment capital of VND 78.507 billion.

Development Phases

According to Nghe An’s planning at the time, Bac Vinh Industrial Park was developed in two phases:

  • Phase 1: Construction of infrastructure in the southern area of Dang Thai Mai Road, covering 60.16 ha.
  • Phase 2: Expansion of 80 ha to the northern area of Dang Thai Mai Road.

This was the first industrial park in Nghe An Province, established not only to attract investors but also to relocate manufacturing plants out of Vinh City’s center, reducing urban pollution.

Bac Vinh Industrial Park primarily attracts industries such as:

Bac Vinh Industrial Park is well-connected via major transportation routes:

  • National Highway 1A
  • National Highway 46 (Dang Thai Mai Road)
  • Southern Industrial Park Road
  • Eastern Industrial Park Ring Road

The park is near Vinh City Center, Vinh Airport, and Vinh Railway Station, providing excellent logistical advantages and reducing transportation costs.

Infrastructure

Internal Road System

The internal road network follows a grid layout, with a spacing of 350-400m between main roads, fully developed and connected to National Highway 46 (Dang Thai Mai Road).

Power Supply

    • The park receives electricity from the 110/35/10KV substation, with a capacity of 2x25MVA.
    • A 22KV distribution network supplies power directly to the factories and enterprises.

Public Lighting System

    • The street lighting system is independent of the power supply network.
    • Lights are installed along the main roads within the industrial park.

Water Supply

    • Water is supplied from Vinh Water Plant (capacity: 60,000 m³/day).
    • The water distribution system uses a closed-loop pipeline network with ductile iron pipes (Ø150-300), allowing easy connections for factories.

Drainage & Waste Treatment

    • Stormwater drainage is separate from wastewater drainage. Rainwater flows westward and is filtered before being discharged into Ke Gai River.
    • Solid waste is collected at a central transfer station, sorted, and transported to the waste treatment facility.
    • Wastewater is treated to meet QCVN 40:2011/BTNMT standards before being discharged. The wastewater treatment plant operates at a capacity of 250 m³/day.

Telecommunications

    • VNPT and Viettel provide communication services with fiber-optic cables installed along the roads, ensuring seamless connectivity for businesses.
    • The area has full mobile network coverage and high-speed internet access.

Labor Costs

Tam Diep II Industrial Park is located in Tam Diep City, classified as Region III. Therefore, the current regional minimum wage for Region III is 3,860,000 VND/month.

Social Infrastructure

  • Customs Services: Nghe An Customs Station is near the industrial park, facilitating import-export procedures.
  • Banking Services: BIDV, Agribank, Oceanbank, Techcombank, Sacombank, and other banks operate nearby.
