General Introduction
Dong Banh Industrial Park (IP) is included in Vietnam’s national plan for industrial zone development to 2015 with orientation to 2020, approved by the Prime Minister under Decision No. 1107/QĐ-TTg dated August 21, 2006. The detailed construction plan (1/2000 scale) was approved by the Lang Son Provincial People’s Committee (PPC) under Decision No. 1359/QĐ-UBND dated August 8, 2007. The IP was officially established under Decision No. 1575/QĐ-UBND dated October 8, 2014.
In 2021, the Prime Minister approved the adjustment to reduce the total area of Dong Banh IP from 321.76 ha to 162 ha.
The IP is located along both banks of the Thuong River, covering several hamlets of Hoa Lac Commune (Huu Lung District) and Chi Lang Town (Chi Lang District). The originally planned area was 321.76 ha with a total estimated investment of VND 894.681 billion.
By the end of 2021, site clearance for Phase 1 had been fully completed, with 100% of the land handed over to the investor. In Phase 2, only two households had not yet handed over 2,000 m² of land for construction. The internal road system in Phase 1 has a total length of 1,912 m, including two major components: the road and drainage system, and a prestressed reinforced concrete bridge crossing a stream. The project is managed by the Dong Dang – Lang Son Border Gate Economic Zone Management Board.
Location
Dong Banh IP is situated in Hoa Lac Commune (Huu Lung District) and Chi Lang Town (Chi Lang District), Lang Son Province. The area benefits from a highly convenient transport network facilitating trade and logistics.
Infrastructure
Internal Transportation
The internal road network includes 2-lane internal roads (14–16 m wide) and 4-lane main roads (34–37 m wide), capable of accommodating large-capacity vehicles.
Electricity System
Electricity is supplied from a 35kV power grid connected to the 110kV transformer station with a capacity of 32 MVA.
Public Lighting System
A separate lighting network is installed along traffic routes, independent from the main power supply system.
Water Supply System
Water supply capacity reaches 40 m³/ha/day, sufficient for both industrial production and daily use.
Drainage System
Rainwater is collected and discharged through open channels running along internal roads into nearby canals and rivers.
Wastewater is collected along the main roads and directed to the centralized treatment station of the IP.
Waste Treatment
Enterprises sign contracts with licensed waste treatment service providers.
Wastewater Treatment
All wastewater from factories and domestic use within the IP is treated at the centralized treatment plant before being discharged into the environment.
Telecommunication System
A modern telecommunication network meeting international standards ensures reliable domestic and international communication.
Supported Industries
Dong Banh IP focuses on industries such as:
- Power generation
- Building materials production
- Paper and pulp manufacturing
- Electrical and electronic equipment manufacturing and assembly
- Agricultural and forestry product processing
- Chemical production, non-ferrous metallurgy, and cement manufacturing
Labor costs
Dong Banh IP is located in Region IV under Vietnam’s regional minimum wage classification. The current minimum monthly wage for Region IV is VND 3,070,000/month.
Social Infrastructure
Customs Services: Located nearby, facilitating convenient import-export procedures.
Banks: Vietinbank, BIDV, Vietcombank, Techcombank, etc.
Post Office: Postal services available around the IP for quick support to investors and workers.
Public Transport: Bus routes connect the IP with Hai Duong, Hanoi, Quang Ninh, Hai Phong, Phu Tho, Thai Nguyen, etc.
Fire Protection: Fire hydrants are installed along all main roads and regularly maintained to ensure readiness.
Accommodation: The IP is near residential areas, meeting housing and living needs for workers.
Healthcare: Local medical facilities from commune to district levels provide health services for IP workers.
Education: Complete education system from kindergarten to high school serving both residents and workers’ families.
Investment Incentives
Investment projects in Dong Banh IP enjoy preferential policies applicable to areas with difficult socio-economic conditions, as stipulated in Appendix II of Decree No. 118/2015/NĐ-CP dated November 12, 2015.
They are entitled to investment incentives under the Investment Law No. 67/2014/QH13, as well as related tax laws (corporate income tax, export-import tax, land and water surface rent, etc.).
Furthermore, investors benefit from the preferential policies for industrial parks under Decree No. 82/2018/NĐ-CP, including support for construction and operation of housing and infrastructure, as well as administrative assistance.
In addition to national policies, investment projects in Dong Banh IP are also entitled to Lang Son Province’s support policies under Resolution No. 12/2018/NQ-HĐND dated December 10, 2018, issued by the Provincial People’s Council.
