General Introduction
On May 10, the People’s Council of Lang Son Province (Term XVI, 2016–2021 tenure) held its 23rd session (extraordinary meeting) to approve two resolutions, including the Master Plan for Huu Lung Industrial Park. The planning area covers 599.6 ha, with an estimated 42,000 workers.
The development of Huu Lung Industrial Park aims to create a new strategic land fund, maximizing the potential and advantages of the area to establish a concentrated industrial zone. The park will host diverse industries, generate employment, contribute to provincial budget revenue, ensure social equity and stability, promote the real estate market, and attract domestic and foreign investment.
Huu Lung Industrial Park is oriented as a multi-sector industrial park, prioritizing clean industries and advanced technologies with minimal environmental impact. The park will be newly developed with synchronized technical infrastructure, including factory zones, industrial warehouses, service and administration areas, internal transport systems, technical infrastructure, and parking facilities.
After receiving approval from the Prime Minister and the Ministry of Natural Resources and Environment regarding land-use quotas, the Lang Son Provincial People’s Committee (PPC) will instruct relevant agencies to include the project in the provincial and district-level land-use plans as a basis for detailed planning and implementation.
In early 2022, Viglacera Corporation was approved to sponsor and organize the planning of Huu Lung Industrial Park in Hoa Lac Commune, Huu Lung District, Lang Son Province. Chairman of the PPC Ho Tien Thieu assigned the Department of Planning and Investment to coordinate with the Department of Construction, Department of Natural Resources and Environment, and the Huu Lung District People’s Committee to guide Viglacera in studying and proposing a complex project combining industrial park – urban area – service zone in Huu Lung District.
Lang Son Province expects that with the development of Huu Lung Industrial Park, the industrial share of the provincial economy will reach 13% by 2025.
Location
Huu Lung Industrial Park is located in Ho Son and Hoa Thang Communes, Huu Lung District, Lang Son Province.
Infrastructure
Internal Transportation
The internal road system includes 2-lane internal roads and 4-lane main roads, designed to accommodate large-capacity vehicles and smooth logistics operations.
Electricity System
The power supply is taken from a 35kV transmission line connected to a 110kV transformer station.
Public Lighting System
A separate lighting network runs along traffic routes, independent from the main power grid.
Water Supply System
The water system fully meets the needs of both daily life and production activities, ensuring adequate supply for all enterprises operating in the park.
Drainage System
Rainwater is drained naturally along internal roads and into channels and rivers surrounding the industrial park.
Wastewater is collected along internal roads and sent to the centralized treatment plant before being discharged.
Waste Treatment
Investors sign contracts with licensed waste collection and treatment service providers.
Wastewater Treatment
Industrial and domestic wastewater from within the park is treated at the centralized wastewater treatment plant to meet environmental standards before release.
Telecommunication System
A modern, internationally standardized telecommunication network is installed to ensure seamless domestic and international communication.
Supported Industries
Huu Lung Industrial Park is designed as a multi-industry zone, prioritizing clean and advanced technology industries with low environmental impact.
It includes functional zones such as factories, industrial warehouses, service administration areas, technical infrastructure, transport networks, and green spaces.
- Factory and warehouse area: approximately 428 ha
- Technical infrastructure area: approximately 10 ha
- Administrative and service area: approximately 7 ha

Labor costs
Huu Lung Industrial Park is located in Region IV, where the current minimum monthly wage is VND 3,070,000.

Post Office: Postal services operate within the surrounding area to support businesses and workers efficiently.
