General Introduction
Phu My III Specialized Industrial Park was established under Decision No. 3565/QD-UBND dated October 22, 2009 by the People’s Committee of Ba Ria – Vung Tau Province, and Decision No. 2715/QD-UBND dated December 11, 2014 approving the development plan of Phu My III Specialized Industrial Park. The infrastructure developer is Thanh Binh Phu My Joint Stock Company. This is the only specialized and model industrial park in Vietnam established by the Government of Vietnam.
Two key benefits of the Specialized Industrial Park model include: extension of land lease duration from the usual 50 years to 70 years, with lower rental costs, and exemption from land rental fees for 20 years after the park was completed and put into operation in 2018.
Phu My III Specialized Industrial Park is a key project of Ba Ria – Vung Tau Province, under the Province-based Economic Growth initiative by the Japan International Cooperation Agency (JICA). It was jointly selected and supported by the governments of Vietnam and Japan to develop into a model industrial park.

Phu My III Specialized Industrial Park covers 1,046 ha, developed in three phases. Strategically located only 2 km from Cai Mep – Thi Vai deep-water seaport, and with modern, synchronized infrastructure built to international standards, it is an ideal investment destination.
The park is located in Phu My International Seaport Urban Area – the only region in Vietnam combining three decisive factors for heavy industry: deep-water seaports, stable power supply, and abundant natural resources. This unique combination helps optimize production costs and create significant development opportunities for investors.

Internal Roads: Main roads are 43m and 41m wide; secondary/internal roads range from 20m–29m. Total road length is 37.19 km, constructed with reinforced concrete to support heavy industries.
Power Supply: Stable electricity provided by Phu My and Ba Ria Thermal Power Plants (EVN), total capacity 4,100 MW. 22kV voltage supplied via underground cables to customer boundaries.
Lighting: Independent public lighting system along all main roads.
Water Supply: Clean water supplied by Phu My Water Supply JSC (WASUCO), capacity 51,006 m³/day, expandable to 100,000 m³/day by 2025.
Drainage: Separate systems for rainwater and wastewater.
Wastewater Treatment: Central treatment plant developed by Kobelco Eco-Solutions, capacity 45,000 m³/day, meeting Vietnam’s strict Column A standards – the first in Ba Ria – Vung Tau.
Solid Waste Management: Collected at transfer stations, sorted at source, then transported to treatment facilities.
Telecommunications: Underground infrastructure providing full telecom services.
Inland Port: 37.8 ha with six berths, supporting transshipment, warehousing, cargo handling, and customs clearance. Serves as an extension of Cai Mep – Thi Vai deep-water seaport.
Gas Supply: Natural Gas (NG) and Liquefied Petroleum Gas (LPG) supplied through pipelines from Dinh Co Gas Processing Plant and Nam Con Son/Bach Ho system. Distribution managed by Sojitz Osaka Gas Energy Co., Ltd., with maximum capacity of 15 million m³/month.
Heavy Industries: Energy, chemicals, metallurgy, machinery, casting, plating, zinc refining, packaging paper, solid waste treatment, oil refining, fertilizers, drilling materials, marine transport, mineral processing, molds, petrochemicals, cosmetics, building materials, etc.
Supporting Industries: Machinery, communications, electronics, auto parts, spinning, textiles, footwear, high-tech industries, precision engineering, pharmaceuticals, agro-fisheries processing, logistics, etc.
Logistics and Port Services: Warehousing, container yards, bonded warehouses, inland ports, and logistics centers.
Located in Zone I, the minimum regional wage applicable to Phu My III is 4,680,000 VND/month.
Customs Services: Convenient access to customs clearance for imports/exports.
Banking: BIDV branch with modern facilities within the park.
Post & IT Services: Advanced ICT system supporting data transfer, internet, telecom, and video conferencing.
Transportation: Bus services connecting within and outside the province.
Fire Protection: Hydrants placed every 100–150 m along internal roads.
Security: 24/7 professional security service.
Residential & Amenities: Over 100 ha allocated for residential and leisure complexes including villas, an 18-hole Japan-style golf course, providing housing and recreation for workers and experts.
