Introduction to Ninh Thuan Province
Ninh Thuan Province serves as the gateway connecting the key economic region of the Southeast with the Central Highlands and the South Central Coast. The province possesses numerous exploitable advantages and has been identified as one of Vietnam’s key development regions. To achieve fast and sustainable economic growth, Ninh Thuan is actively promoting investment and striving to become an attractive destination for both domestic and international investors.
With abundant potential and new strengths in renewable energy, high-end tourism, marine economy, high-tech agriculture, and real estate, Ninh Thuan has long been known as a “golden address” for investors from both home and abroad.
Ninh Thuan will develop six coastal urban areas: Vinh Hy, Thanh Hai, Khanh Hai, Phan Rang – Thap Cham, Son Hai, and Ca Na, forming a continuous coastal urban-tourism belt to the north and south of the province.
During the 2021–2030 period, Ninh Thuan aims for an average annual economic growth rate of 10.84%. By 2030, the province’s GRDP per capita is expected to exceed USD 8,000; the marine economy will account for 45–46% of GRDP, and the urban economy 70%.
Strategic Vision
With a strategic vision of “Ninh Thuan – The land of distinctive values,” the province focuses on developing sectors with strong potential and competitive advantages, prioritizing five key clusters: renewable and clean energy; tourism; processing and manufacturing industries; high-tech agriculture; and construction – real estate business.
Investment incentive policies in Ninh Thuan are among the most favorable in Vietnam. Additionally, the province has convenient infrastructure, with national highways and railways passing through all industrial parks. To the north lies Cam Ranh Port (Khanh Hoa Province), to the south is the deep-water port of Ca Na, and three neighboring provinces have airports—ensuring excellent regional connectivity.
Furthermore, Ninh Thuan continues to reform its education and training systems comprehensively, improving human resources to serve key and breakthrough sectors. The province is determined to become one of Vietnam’s leading destinations for investment and a successful location for domestic and foreign enterprises.
Geographic Location
Ninh Thuan is located in the South Central Coast region of Vietnam, bordered by:
- The East: East Sea
- The West: Lam Dong Province
- The South: Binh Thuan Province
- The North: Khanh Hoa Province
Administrative Units
Ninh Thuan has a natural area of 3,358 km². Initially, the province had one town, three districts, and 52 commune-level units. Currently, it consists of seven districts and cities, with Phan Rang – Thap Cham recognized as a class-II urban center. The province has 65 communes, wards, and towns, including 32 out of 47 communes meeting new rural standards, 14 advanced new rural communes, and three districts/cities achieving new rural standards.
Population
In 2022, Ninh Thuan had an average population of 598,683 people, with a population density of 178 people/km². The population is unevenly distributed, concentrated mainly in coastal plains. The province has three main ethnic groups: Kinh (75.6%), Cham (13%), and Raglai (11%), with the remainder belonging to other minorities.
The labor force in 2022 was about 326,300 people (54.5% of the population), with 64.9% of workers trained. Labor distribution: agriculture–forestry–fishery 41.3%; industry–construction 22.2%; and services 36.5%.
This abundant labor supply meets the workforce needs of investment projects in the province.
Education
By 2022, Ninh Thuan had 300 schools with 4,761 classrooms across all levels. Among them: 128 primary schools (2,230 classrooms), 61 lower secondary schools (1,026 classrooms), and 22 high schools (462 classrooms). There are 123 national standard schools (58.3%) and 89 kindergartens/nurseries (1,043 classrooms). The province has established comprehensive general and boarding education systems across all districts.
Higher and vocational education institutions include: Ninh Thuan Campus of Ho Chi Minh City University of Agriculture and Forestry, the Political School, Hydraulic University (Campus 2), Ninh Thuan Vocational College, Central Institute for Science and Application Training, and district-level vocational and continuing education centers—providing skilled human resources for local industries.
Healthcare
The province has 241 medical facilities, including 84 public institutions with 1,830 beds (30.5 beds per 10,000 residents). Provincial hospitals include six main facilities with 1,360 beds, while district and commune levels have 67 facilities with 470 beds (59 commune health stations with 295 beds). The total number of doctors and medical staff is 2,105.
The provincial General Hospital has been upgraded to a Grade I hospital with a capacity of 1,000 beds. District hospitals such as Thuan Bac, Thuan Nam (100 beds each), Ninh Phuoc, and Ninh Son have been modernized, along with traditional medicine hospitals and the provincial Center for Disease Control.
Tourism
Ninh Thuan lies at the intersection of three strategic transport axes: National Highway 1A, North–South Railway, and National Highway 27 to Da Lat. It is 105 km from Nha Trang and 50 km from Cam Ranh International Airport. The province features diverse ecological and climatic zones—from sea and plains to midlands and mountains—making it ideal for multi-sector tourism, including marine, ecological, and cultural tourism.
The 105 km coastline includes famous beaches such as Ninh Chu, Ca Na, Vinh Hy, Binh Tien, Mui Dinh, and Nam Cuong. These beaches are associated with unique ecosystems, including Nui Chua and Phuoc Binh National Parks, both critical to biodiversity and sea turtle conservation.
Coastal coral reefs with over 356 species are found around Vinh Hy – Thai An and Nam Cuong – Phu Tho. The scenic coastal road allows visitors to enjoy panoramic views of Ninh Thuan’s bays and beaches.
Tourism Performance
In the first six months of 2024, Ninh Thuan welcomed nearly 2 million visitors (up 15.2% year-on-year, reaching 61.6% of the annual plan), including 51,000 international tourists (up 155%). Tourism revenue was estimated at VND 2,242 billion.
From being a “white spot” in tourism, the province has transformed it into a key economic sector. Nui Chua National Park was recognized by UNESCO as a World Biosphere Reserve; Cham Pottery Art was listed by UNESCO as an Intangible Cultural Heritage in Need of Urgent Safeguarding; and Ninh Chu has been approved by the Prime Minister as a National Tourism Area to 2045.
Transportation Infrastructure
Ninh Thuan’s transport network has developed comprehensively with over 1,200 km of roads. All communes have car access to their centers. Hundreds of kilometers of inter-village and intra-field roads have been upgraded, facilitating mobility and economic growth.
The province sits at the crossroads of three strategic routes: National Highway 1A, North–South Railway, and National Highway 27. Future investments will focus on transport infrastructure connecting the province to nearby seaports and airports, particularly the 116 km coastal route and the expressway linking Cam Ranh International Airport to Phan Rang – Thap Cham City.
Railway
The North–South railway passes through Ninh Thuan, with Thap Cham Station being the main hub.
Roads
In 1992, when the province was re-established, road infrastructure was underdeveloped. Now, the total road length exceeds 1,531 km, including one North–South expressway (under construction), three national highways (175.5 km), and 14 provincial roads (321 km). Urban roads extend 339 km, and inter-commune roads 476 km—significantly improving trade and transport.
Airport
Located north of Phan Rang – Thap Cham City, Thanh Son Airport (built in 1960) is currently a military airbase (2,200 ha) with two runways over 3,000 m long, capable of accommodating Airbus A321 and Boeing-class aircraft. Plans are underway to develop it for civilian aviation.
Seaport
The province currently has three fishing ports: Dong Hai (265 m berth), Ca Na (200 m), and Ninh Chu (120 m), along with My Tan Wharf. Together, they serve as safe havens for 3,200 fishing vessels (up to 500 HP).
Additionally, Ninh Thuan is constructing the Ca Na General Port covering 567 ha, with a design capacity of 27 million tons per year and a total investment of about VND 25,430 billion. It will handle liquid cargo ships up to 50,000 tons, LNG carriers up to 100,000 tons, and bulk carriers up to 300,000 tons across 17 berths, developed in three phases.
Economic Development in 2023
During the first three years of implementing the 2020–2025 Provincial Party Congress Resolution, Ninh Thuan achieved an average GRDP growth rate of 9.28% (higher than the national and regional averages). In 2023, GRDP grew 9.4%, ranking 9th among 63 provinces nationwide and 2nd among 14 provinces in the North Central and South Central Coast. GRDP per capita reached VND 87.7 million.
The economy is shifting toward industry and services: agriculture–forestry–fishery 27.8%, industry–construction 39.6%, and services 32.6%.
Key Economic Sectors
The province’s goal to become Vietnam’s renewable energy center has shown positive results. By the end of 2023, 58 energy projects were operational, with a total capacity of 3,870.2 MW, generating over 7.6 billion kWh—accounting for 16.5% of Vietnam’s total renewable capacity.
Tourism continues to grow rapidly, becoming a spearhead sector. By 2023, tourist arrivals increased 2.3 times and revenue 2.6 times compared to 2020, accounting for 10% of GRDP.
Targets for 2024–2025
According to the 2020–2025 Provincial Party Congress, Ninh Thuan will focus on breakthrough sectors: clean energy, high-end tourism, high-tech agriculture with processing industries, and urban economy.
By 2025, the province aims for:
- GRDP growth rate: 10–11%/year
- Marine economy share: 41–42% of GRDP
- GRDP per capita: VND 113–115 million
- Economic structure: Agriculture 18–19%, Industry–Construction 42–43%, Services 39–40%
- Total social investment: VND 100–105 trillion
- Budget revenue: VND 6.4–6.5 trillion
Ninh Thuan Province Industrial Parks Development and Investment Attraction
Ninh Thuan currently has four industrial parks (IPs), three of which are operational: Thanh Hai IP, Du Long IP, and Phuoc Nam IP. The Trung Nam (Ca Na) IP is under planning. The province also has seven industrial clusters covering 264 ha, including Thap Cham (23.48 ha), Quang Son (50.28 ha), Phuoc Tien (40 ha), Hieu Thien (50 ha), and Phuoc Minh 1 & 2 (over 100 ha).
According to the 2021–2030 master plan (vision to 2050), Ninh Thuan will develop four IPs with a total area of nearly 1,700 ha and 19 industrial clusters covering 770 ha.
By 2025, industrial land will total 9,648 ha, including 1,233 ha for IPs, 692 ha for clusters, 659 ha for non-agricultural production, 199 ha for mineral activities, and 6,865 ha for energy infrastructure. Total industrial investment is projected to exceed VND 165.3 trillion.
Investment Attraction
In 2023, Ninh Thuan’s IPs attracted eight investment projects with total registered capital exceeding VND 1,145 billion, including two FDI projects worth VND 675.5 billion (USD 28.15 million).
The province’s industrial planning identifies five key clusters: renewable energy, high-quality tourism, processing and manufacturing, high-tech agriculture, and real estate–construction, along with two growth drivers—marine economy and urban economy.
The southern key economic zone is defined as a new growth pole, leveraging advantages in seaports, dry ports, logistics centers, industrial zones, urban areas, and tourism—toward establishing a national coastal economic zone by 2025.
